Openness and transparency

The NGP platform is a place where the participating governments and forest companies from around the world meet, discuss and learn.

Transparency drives continual improvement. NGP participants lead by example in disclosing information about their current plantation practices. They also show what steps they are taking to put their commitments into practice.

Land-use history: The land leased by APSD was covered by dense forest a few decades ago. Intensive and uncontrolled logging lead to the removal of all commercial tree species with only a few trees not desired by the sawmill industry remaining. The remaining trees have since mostly been removed for charcoal production or to supply firewood. When APSD entered into the lease, the estimated forest cover in the area was reduced to roughly 10%. The area is plagued by the traditional slash and burn practices and shifting agriculture on small and dispersed patches of land. APSD has done extensive studies of the area and is planning to set aside roughly 20-25% of the area for conservation while only 60% are expected to be used for commercial plantations. Plantations are only established in degraded areas. It must be mentioned that since 2015, the government of Ghana has awarded salvage permits to private timber contractors to remove remnant timber trees in advance of APSD land preparation. Although such trees were earmarked for conservation, the company has been unsuccessful in persuading government to leave those trees intact.

Land use history: The areas were barren mountains before plantations were established. Those lands are now covered by forests. The main objective of plantations is to increase carbon sequestration. The process of afforestation, forest management activities, and forest (wood) growth has been measured and monitored under special carbon accounting guidelines during the project.

Land-use history: Bosque Plata, created in 1993, manages the company’s land in Argentina. Its aim is to produce highly valuable pine wood, plants and high genetic standard seedlings. The plantations are located in northeast Corrientes and south Misiones, all (100%) in areas traditionally used for cattle ranching.

WHY THIS REPORT IS RELEVANT

The ISO 14001 environmental management system standard specifies a process for the control and the continuous improvement of an organisation’s environmental performance. The standard develops a strategic approach to an organisation's environmental policy, plans and actions. The standard does not specify environmental performance criteria but simply how to develop an environmental management system.

Land-use history: CMPC Celulose doesn’t have plantations in areas with native vegetation. On savannahs, planting is done only in areas previously used for cattle grazing or agriculture. From 2012 onwards CMPC plantations in Brazil are FSC certified.

Land-use history: Forestal Mininco, which manages the forestry land of CMPC in Chile, was created in 1947 and incorporated in 1957 to CMPC Companies. 90% of plantations were carried out on eroded lands that were in prior agricultural use. As part of the commitments undertaken with the FSCTM certification, CMPC will restore 8,738 hectares with Chilean native forest species in a 15-year timescale, with the technical support of forest specialists and universities. From 2012 CMPC plantations in Chile and Brazil have the FSC certification.

Land use history: Arauco's forest heritage is composed of many farms and mainly of forest lands located in the mountains, slopes and foothills of the Cordilleras of the Coast and the Andes, in the central- South of the country. The historical use of the soils in these lands was mostly agricultural and livestock, a use that in many cases turned them into degraded and eroded soils. Additionally, historical use includes to a lesser extent; plantations, forest or reforestation land, accompanied by some basic rural infrastructure. At present, Forestal Arauco has around 1,100,000 ha, distributed with 750 thousand ha of plantations (mainly pine and eucalyptus and land for planting), 285 thousand ha of native forests and protection areas and 65 thousand ha of infrastructure and others applications.

Land use history: With an area of 45 000 ha, Antimary State Forest is the only protected area in Brazil with international FSC certification. Research and studies have been conducted for more than 20 years in Antimary, some serving as basis for the preparation of the current Brazilian forest legislation. Land-use history: NFC was awarded a concession to manage the buffer zone around Nyungwe National Park. The land was planted in the 1970s-1980s as a buffer zone to prevent encroachment and degradation of the natural forest and was managed by the Government of Rwanda since then.

Land-use history: Uganda’s National Forest Authority licensed NFC to replant and manage two of their Central Forest Reserves (of the 506 in the country); this land was gazetted by the Ugandan Government in the 1930s-1940s, but was severely degraded which is why NFC was given the opportunity to replant it. The third plantation is leased from a private owner and used to be a sugar plantation until it fell into disrepair at which time NFC leased it.

Land use history: In 1919, the forest cover of the UK had shrunk to less than 5% of land area after 5 000 years of deforestation. From 1919, the newly created Forestry Commission was charged with increasing the forest area. It did this both by state planting (now about 30%) and by providing grants to landowners. Today the forest cover is about 13% and most of it is planted forests of non-native conifers.

The Global Forest Resources Assessment 2010 (FRA 2010) is the assessment of forests and forestry. HOW TO BECOME A NGP PARTICIPANT

Participation in NGP for companies and government agencies is subject to WWF’s invitation. WWF runs a Due Diligence process on applicants, and Participation is dependent on the successful conclusion of the process. 

Following on a successful Due Diligence process, the applicant signs on the NGP Participation, committing towards the NGP Goal “plantations contribute positively to communities and ecosystems”. The Participant Due Diligence information is publicly disclosed through the NGP Disclosure on this website, and updated annually.

WWF's role

The platform is managed by WWF International. As a world leader in conservation, WWF continues to highlight the limited resources of this planet and calls for new consumption patterns that meet the needs of the poor while eliminating waste and over-consumption by the affluent. WWF also calls for forestry and processing practices that produce more with less.

Plantations have a crucial role to play as an efficient fibre source that can also reduce pressure on natural forests. But it's essential that plantations are managed well, that they don't replace natural ecosystems, and that they contribute positively to the welfare of local communities. Shared vision

The participants share a vision of New Generation Plantations. Our ideal plantation is managed in harmony with people and nature while providing an efficient source of wood and bringing benefits such as jobs and leisure opportunities. Participants are committed to:

- Conserving wildlife, plants and natural processes like water cycles and soil quality

- Cooperating with local people to plan and run plantations

- Providing employment and economic opportunities.

WWF does not monitor the participating companies. However, it demands maximum transparency about a participant´s current and evolving plantations practices through the plantations disclosure mechanism.

Learning from the real world

Participants are working toward better plantations by sharing their own expertise and learning from others' examples. Study tours that take place in different regions provide valuable on-site learning and discussions with a wider reach of people. Examples of good plantation management are presented in case studies.
